“Public health legal preparedness” is a term born in the ferment, beginning in the late 1990s, that has led to unprecedented recognition of the essential role law plays in public health and, even more recently, in protecting the public from terrorism and other potentially catastrophic health threats.The initial articulation of public health has not kept pace with rapid evolution in the concept and in practical development of public health preparedness itself. This poses the risk that legal preparedness may fall behind (...) construction of general readiness in the public health system—and may, in fact, undercut achievement of comprehensive public health preparedness for massive threats to health in both the United States and world-wide. Abstract I consider Paul Thompson’s Agrarian Vision from the perspective of the philosophy of technology, especially as it relates to certain questions about public engagement and deliberative democracy around food issues. Is it able to promote an attitudinal shift or reorientation in values to overcome the view of “food as device” so that conscientious engagement in the food system by consumers can become more the norm? Next, I consider briefly, some questions to which it must face up in order to (...) move closer in dismantling the barriers that inhibit the capacity for virtuous caretaking of the food system at various levels. Lastly, and more deeply, how successful might agrarianism be in inculcating citizenship values (ones that go beyond food ethics as a private affair), for the democratization of agricultural technologies? Might the Jeffersonian foundation to which the agrarianism (a la) Thompson appeals need something like a contemporary theory of justice in order to facilitate the reconstitution of our politico-moral selves? In the Proceedings that emerged from the Second International Workshop on the Assessment of Animal Welfare at Farm and Group Level, Sandoe, Christiansen, & Appleby challenged participants to ponder four fundamental questions:a. What is the baseline standard for morally acceptable animal welfare?b. What is a good animal life?c. What farming purposes are legitimate?d. What kinds of compromises are acceptable in a less-than-perfect world?Continued reflection on those questions warrants examination of the shape of our modern agricultural ethic. It also calls for (...) a reexamination of recent work by Nussbaum on extending the capabilities approach to animals and the interface of Nussbaum's work with Rollin's scholarship on telos . The resources of narrative ethics are summoned to navigate the above-mentioned questions and to explore how Nussbaum's approach and Rollin's notion of animals' natures relate to the main storyline associated with developments in agriculture. Agricultural technologies are non-neutral and ethical challenges are posed by these technologies themselves. The technologies we use or endorse are embedded with values and norms and reflect the shape of our moral character. They can literally make us better or worse consumers and/or people. Looking back, when the world’s developed nations welcomed and steadily embraced industrialization as the dominant paradigm for agriculture a half century or so ago, they inadvertently championed a philosophy of technology that promotes an insular human-centricism, despite (...) its laudable intent to ensure food security and advance human flourishing. The dominant philosophy of technology has also seeded particular ethical consequences that plague the well-being of human beings, the planet, and farmed animals. After revisiting some fundamental questions regarding the complex ways in which technology as agent shapes our lives and choices and relegates food and farmed constituents into technological artifacts or commodities, I argue that we should accord an environmental virtue ethic of care—understood as caretaking—a central place in developing a more conscientious philosophy of technology that aims at sustainability, fairness, and humaneness in animal agriculture. While technology shapes society, it also is socially shaped and an environmental virtue ethic of care (EVEC) as an alternative design philosophy has the tools to help us take a much overdue inventory of ourselves and our relationships with the nonhuman world. It can help us to expose the ways in which technology hinders critical reflection of its capacity to alter communities and values, to come to terms with why we may be, in general, disengaged from critical ethical analysis of contemporary agriculture and to consider the moral shape and trajectory and the sustainability of our food production systems going into the future. I end by outlining particular virtues associated with the ethic of care discussed here and consider some likely implications for consumers and industry technocrats as they relate to farming animals. This article explores what an ethicfor organic animal husbandry might look like,departing from the assumption that organicfarming is substantially based in ecocentricethics. We argue that farm animals arenecessary functional partners in sustainableagroecosystems. This opens up additional waysto argue for their moral standing. We suggestan ethical contract to be used as acomplementary to the ecocentric framework. Weexpound the content of the contract and end bysuggesting how to apply this contract inpractice. The contract enjoins us to share thewealth created in the agroecosystem (...) (by ourjoint contributions) by enjoining us to carefor the welfare and needs of the individualanimal, and to protect them from exploitation(just as human co-workers should not beexploited). The contract makes promoting goodanimal welfare a necessary condition forbenefiting farm animals. This paper offers some suggestions on, and encouragement for, how to be better at risk communication in times of agricultural crisis. During the foot and mouth epizootic, the British public, having no precedent to deal with such a rapid and widespread epizootic, no existing rules or conventions, and no social or political consensus, was forced to confront the facts of a perceived "economic disease. Foot and mouth appeared as an economic disease because the major push to eradicate it was motivated (...) exclusively by trade and economic reasons and not because of threats it posed to the lives of human beings and livestock. The British public deferred responsibility to their elected officials for a speedy end to this non-life threatening viral epizootic. The latter, however, did not have a contingency plan in place to tackle such an extensive outbreak. The appeal to an existing policy, i.e., mass eradication, as the exclusive strategy of containment was a difficult pill for the public to swallow well before the end of the 226-day ordeal. Public outcry reflected (in part) serious misgivings about the lack of effective communication of risk-informed decisions between government agents and all concerned. The government''s handling of the matter underestimated concerns and values about animal welfare, public trust, and the plight of farmers and rural communities. A general loss of trust by some segments of the public was exacerbated by perceived mismanagement and early fumbles by government agents.Public moral uneasiness during the crisis, while perhaps symbolic of growing discontent with an already fractured relationship with farmed animals and the state of animal farming today, arguably, also reflected deep disappointment in government agents to recognize inherently and conditionally normative assumptions in their argument as well as recognize their narrow conception of risk. Furthermore, broader stakeholder participation was clearly missing from the outset, especially with respect to the issue of vaccination. A greater appreciation for two-way risk communication is suggested for science-based public policy in agriculture, followed by suggestions on how to be more vigilant in the future. (shrink)

Here, I investigate the challenges involved in addressing ethical questions related to food policy, food security, and climate change in a public engagement atmosphere where “experts” (e.g., scientists and scholars), policy-makers and laypersons interact. My focus is on the intersection between food and climate in the state of Alaska, located in the circumpolar north. The intersection of food security and climate represents a “wicked problem.” This wicked problem is plagued by “unruliness,” characterized by disruptive mechanisms that can impede how ethical (...) issues in policy-making are broached. Unruliness is exacerbated by conditions of engagement that can be characterized as occurring in a “fog.” In this fog, interlocutors encounter both moral and epistemological conundrums. In considering how to mitigate unruliness, a bottom-up approach is recommended. I discuss “taming” strategies for addressing these ethical concerns; modest suggestions on what should be taken into count when confronting issues of science and ethics within the context of promoting greater deliberative discourse regarding food security issues at more local levels. My recommendations are made in light of developments in food policy in Alaska and may be instructive for other regions pursuing cold climate agricultural expansion, for example. (shrink)

Peltokorpi and Hood provide a systematic review of theory and research examining the ways communication and conversations help dyads, groups, and teams form and maintain transactive memory systems (TMS; Wegner, Erber, & Raymond, 1991) through overlapping encoding, storage, and retrieval processes. In recent decades the focus of discussions on personal identity has shifted, largely due to the work of Derek Parfit, from the metaphysical question of what constitutes the identity of persons over time to the question of the nature of the special concern that persons have for their own future well being, including the question of whether “what matters” is identity itself, or something else, perhaps psychological continuity and connectedness, that normally goes with identity but can be present without it. (...) Raymond Martin’s Self-Concern is, to be best of my knowledge, the first book-length treatment of the latter topic, and should be read by anyone interested in it. Although not primarily historical, its accounts of the views on this topic of such writers as Samuel Clark, Anthony Collins, Joseph Priestly, and William Hazlett will be news to most readers. Dabei kommt er zu dem Ergebnis, dass es unangemessen ist, Freuds Psychoanalyse als eine »Theorie der Repräsentation« zu bezeichnen: Weder gibt es im Unbewussten Repräsentationen, noch lässt sich das Unbewusste selbst repräsentieren. Die Sphäre des Unbewussten und die der Repräsentation sind miteinander radikal inkompatibel. Für den Autor benennt Lacans Begriff des Realen jene Zone des Psychischen, in der (...) die Darstellungsmittel des psychischen Apparates an seine Grenze stoßen. Dargestellt und reflektiert werden einige der personellen Besonderheiten wie auch Debatten, die zum einen in der Zeitschrift geführt, zum anderen von der Zeitschrift angestoßen wurden.

Die »Entstellung« wird als Grundbegriff der Freud’schen Psychoanalyse dargestellt, der eine doppelte, ja gegensätzliche Bedeutung hat: Sie erscheint dem Bewusstsein als Verunstaltung oder Verfälschung, ist aber zugleich die spezifische Erscheinungsweise des Unbewussten. Der Artikel zeichnet nach, welche Bedeutung Freud der Entstellung für die Traumdeutung beimisst. Anschließend wird dargelegt, dass die zentralen Begriffe der Psychoanalyse (das Unbewusste, die Übertragung, der Trieb, die Wiederholung) aus einer Bewegung der Entstellung hervorgehen. Schließlich werden die psychoanalytische Grundregel und die ihr zugeordneten Begriffe der »freien Assoziation« (...) bzw. »gleichschwebenden Aufmerksamkeit« als ein technisches Verfahren vorgestellt, das wesentlich auf die Entdeckung und Analyse »entstellter Objekte« (Laplanche & Pontalis) ausgerichtet ist. If the criminal trial is aimed simply at ascertaining the truth of a criminal charge, it is inherently problematic to prevent the prosecution from adducing relevant evidence on the ground of its unlawful provenance. This article challenges the starting premise by replacing the epistemic focus with a political perspective. It offers a normative justification for the exclusion of unlawfully obtained evidence that is rooted in a theory of the criminal trial as a process of holding the executive to the rule (...) of law. On this theory, it is the admission rather than exclusion of such evidence that is inherently problematic. The differences between this theory and others that are in currency will be noted, as will its implications and limitations. (shrink)

Using a paradigm that allows a quasi-continuous tracking of memory performance over time, two experiments were designed to test the hypotheses that persons with a cognitively avoidant style of coping with threat manifest a dissociation between short-term and long-term retrieval of aversive information and persons with a vigilant coping style recall aversive information particularly well after long retention intervals, provided they are free to think about aversive events. Study 1 showed that avoiders manifest a poor memory for aversive pictures after (...) long retention intervals only. Study 2 replicated this finding. In addition, manipulation of the cognitive load during the retention interval influenced vigilants’ recall of aversive information in the predicted way. Results indicate that processes occurring during the retention interval are essential for individual difference in memory for aversive information and require similar attention as encoding, appraisal, and retrieval processes.
